Planning Service
Prepared For Improvements
 
 
As the result of the Re-engineering of the processes under the Planning Service, Department Order 142, series 2001 “Modifying the Functions and the Organizational Structure of the Planning Service” has been issued realigning the functions/responsibilities and anticipation of the improvement to be implemented by the Business Improvement Implementation Projects (BIIPs).
 
Planning Service Divisions and the corresponding BIIPs implementations:
 
1.  Development Planning Division (DPD)
BIIP C01 – Network Planning and Multi-Year Programming
BIIP C07 – Pavement Management System and Bridge Management System
 
2.  Project Evaluation Division (PED)
BIIP C01 – Network Planning and Multi-Year Programming
BIIP C08 – Road Infrastructure Safety
 
3.  Programming Division (PD)
BIIP C01 – Network Planning and Multi-Year Programming

4.  Infrastructure Planning Research and Statistics Division (IPRSD)

Geographical Information System (GIS)
Agency Performance Indicators (API)

Some highlights of the organizational changes achieved to-date include the creation of a Section in IPRSD (LRS/GIS, Inventory and Data Collection Administration Section) to manage the data regarding the entire highway network, including GIS and integration of LRS. This section is responsible for coordinating all data collection and ensuring, through the efforts of the Regions and Districts,  that the Department has one official source for all data related to roads and bridges under the Road and Bridge Information Application (RBIA). This data will be used by all offices and all computerized applications which require this type of information.
 
In addition, a new section to IPRSD was created called Special Projects Section  to respond to all ad-hoc type requests as well as coordinate the Agency Performance Indicators Reporting. 
 
Another aspect was the revision of the PED to function as a Traffic Studies Division, which was under the function of the IPRSD. New sections were also created in this Division for Road Safety and Traffic Analysis and Traffic Equipment. The name of this Division will be officially changed upon DBM approval.
 
The  Regional Planning Section and the Project Identification and Packaging Section under the DPD were combined to create the Infrastructure Network Development Planning Section.
 
The Technical Evaluation Section and Economic Evaluation Section under the PED were combined to create the Project Assessment Section under the DPD.
 
The Impact Evaluation Section under the PED was renamed as the Post Project Assessment Section and moved to the DPD.
 
The Environmental Impact Assessment Section was moved from PED to DPD, although the staff in this section are currently under the ESSO.
 
The Planning Service organizational structure will continue to be improved to align the organizational structure and staffing with the new and improved processes and computerized applications that were implemented during 2003-2004.
