The
re-engineering activities of the World Bank assisted – Road
Information and Management System (RIMSS) project of this
Department emphasize that information is as valuable a
resource to the organization as money, personnel, and
facilities. In
this connection, one of the RIMSS Recommendations is to change
the basic mission of the Monitoring and Information Service
(MIS) from a technical to a more strategic role.
A
review of the organizational and functional charts of the MIS
showed that non-related functions were assigned to this
office. Also, a
review of the functional charts of other DPWH offices showed
overlaps and redundancies of functions with one of the MIS
divisions. Thus,
the recommendation to change the role of the MIS was put into
action.
A
letter requesting the restructuring of the MIS was sent to the
Department of Budget and Management (DBM) on May 22, 2000.
After several coordination activities, presentation of
justifications and documentations, the restructuring was
approved two years later on March 15, 2002.
Even if the requested number of divisions, which is
five (5), was not accommodated and the original number of
divisions was retained, this is because the addition of key
officials also needs additional funding and this does not
conform with the streamlining policy of the DBM.
Overall,
the recommendation was realized and the role of the MIS has
now been changed from that of monitoring project status into
managing the enabling technology of the different reforms
being implemented.
