Tracking System also known as DoTS was
conceptualized to come up with a system that would
respond immediately to queries regarding the status
of the Civil Works documents and more importantly to
prompt those in charge to perform their tasks in the
least possible period of time.
Since
the the implementation of DoTS in August of 2003 it
has been observed that processing offices are now
more conscious of the number of processing days the
document is taking in them. This was
agreed by Mr. Jerry Pioquid of the Daewoo E. C. Co.,
Ltd. When asked on his observation on the
implementation of DoTS he said that there was really
a difference between now and before, because
processing offices immediately acted on the document
especially if it is a DoTS document.
And
to get a more substantial proof of the improvement
it made, we may use the statistics of the processing
days gathered from different implementing offices.
From the PMO-IBRDs statistical information, before
the implementation of DoTS the average processing
days for a contract to be approved is 81 days which
is double the current average processing which is
only 41 days.
Aside
from the transparency in operations, another benefit
from DoTS is that, if before, searching or tracing
the documents is one of the most fastidious tasks
could ever be, now Contractors could just simply
visit the DoTS Center and alas information were
readily available, thus follow-ups are minimized.
The
issuance of two more D.O.s by Secretary Florante
Soriquez, which are DO 160 Series of 2004,
Implementation of DoTS in Regional Offices and
DO 159 Series of 2004, Implementation of DoTS for
Regional Documents to be Approved in the Central
Office only shows that the DPWH is definitely
serious in supporting the fight for graft and
corruption not only in the Central Office but in the
entire Department.
