Contract Preparation

System
 
The DPWH since 1997 had move to transform some system in the organization.  This transformation happened thru the RIMSS  Project that develop new systen in several BIIPs in the Department.  One is the Contract Preparation System.  As part of the drive to improve the Contract Preparation, a system had been developed and was introduced to the Regional and District Offices all over the Philippines way back in the second quarter of 2000.
 
The Contract Preparation System developed by the RIMSS Project was funded under the World Bank under the Highway Management Program  (HMP).  Its purpose is to standardize the format and contents of DPWH contract documents and automate the preparation.  The system includes the documents for civil work contract, notice for bidding, forms of bid, site inspection certificate, notice to award and notice to proceed.  All the required documents are already stored in the system.  It is duly automated.  A series of workshops and training had been conducted nationwide.  And the good news brought about by the new system are the following success stories from the actual users of the Contract Preparation System and here’s what they say.
 
Mr. Isidro Encarnacion, Engineer III, from the Construction  Division of DPWH Region IV-A had been preparing contract documents, and he says that during the previous years, it usually took days to complete a whole set of contract documents, but now, he said, “The Contract Preparation system is very convenient to use, it saves time, effort and energy in the preparation of a contract document.”  It only took him about an hour or so to ocomplete a set of contract document ready for signature and processing.  With the new system, he concluded that technical people like him can lessen their dependency to clerks with regards to clerical jobs for one can do the typing and data encoding easily in the computer.  Another user from the Maintenance Division, Mrs. Marissa Aguzar, Engr. III, said that it required shorter time in preparing a set of contract document.  Filling and retrieving files for amendments are very easy, because the system is already formatted for the conventient of the user.  She also mentions that there is uniformity in contract document.
 
Engr. Julie Vergara from Batangas 1st Engineering district headed by D.E. Rosauro Adapon, another user of the system, said that the following observation and benefits that their offfice derived from the used of the contract Preparation Syste as: CPS is more conventient, more contract documents are generated at time according to needs, and the Contract preparations are more accurate in the sense that it is already standardized and amendments are easily done if necessary.
 
Engr. Helen Asinas, Engr. from Quezon 1st  District Engineering Office, indicates that they too are users of the CPS.  According to her, using the CPS is very time saving and they could have the  document at hand after an hour or so.  As for the data encoder , Ms. Marilou Moreno, Architect I, she find it very interesting and easy to use.  She said that typographical errors can be easily corrected and no need to retype the whole document once something is ommitted or  something is to be deleted.  It’s faster, easy and time saving.  Not to mention that project are implemented without delay due to contract document preparation and processing.
 
Well everybody surmises that Contract Preparation System is indeed very useful and contribute a lot in facilitating the preparation of contract document to the organization.  Someday this sytem will uplift Departments standing in court if ever, due to the intact records in the computer.
