AASHTO
Cost Estimation, Procurement and Contract/Project Management and
Monitoring
There
are many more improvements planned in the future, including the
implementation of software from the American Association of State
Highway and Transportation Officials (AASHTO) Software. The
Philippines is the only country outside of North America to have
this software, which is customized to Philippine rules and
regulations. This software will improve cost estimation,
procurement, and contract management and monitoring. For example,
in the area of procurement it will assist the DPWH in creating
standardized electronic bidding documents and laying the
foundation for submission of electronic bids. This will prevent
calculation errors or missed items. Contractors will be provided
software free to assist them in preparing their bids. The
software is utilized to analyze the bids received, highlight any
unbalanced bids, and rank the bid. Further, it will link to
the Civil Works Registry. For monitoring purposes, there is
also a software tracking physical and financial process, which
triggers notification to management if there is a contract
slippage. Improvements to cost estimate and contract
management utilizing AASHTO software will also be implemented. |
