Civil
Works Registry

The
Department has completed the initial reforms on eligibility
processing through the implementation of a computerized Civil
Works Contractor Registry. This has significantly shortened the
bidding process and allowed greater competition through a
transparent bidding. The computer system is already in place in
the central office and will be installed in the Regions as each
one is connected to the communications network. There is also a
Registry for Supplies and Materials
A
Civil Works Registry was implemented completing the initial
reforms on eligibility processing through implementation of a
computerized Civil Works Contractor Registry. This has
significantly shortened the bidding process and allowed greater
competition through a transparent bidding. The computer system (as
shown right) is already in place in the central office and will be
installed in the Regions as each one is connected to the
communications network. There is also a Registry for Supplies and
Materials. Also pictured below is staff from the Bids and Awards
Committee (BAC) Technical Working Group utilizing the system.
The
new version of the Civil Works Registry application,
currently under development by
the MIS, will
have the "strike" functionality. This
is in connection to Section 69.1 of the IRR of RA 9184
which lists all applicable violations that are grounds for
bidders or prospective bidders to be penalized and sanctioned by
the head of the procuring entity for disrupting the competitive
bidding environment it is expected to maintain. These violations
were further defined and enhanced from analysis and study of the
current DPWH bidding process to obtain an upper hand in
controlling and weeding of all the unserious bidders. As a
result, the "strike" functionality of the Civil Works
Registry was envisioned to track contractor's bidding activities
and provide summary necessary for evaluating the contractor's
bidding performance. The summary data will be important to the
BAC Chairman if imposition of penalty is due.
In
addition, the
system will
be installed in the 16
DPWH Regional Offices for the local BAC office use.
Regional BAC offices will be empowered to execute eligibility
processing, follow-up on contract award activities, and provide
report on contract completion status as they are in close
proximity to the implementing offices of the civil works
projects.
