One
hundred ten years of service, that is what DPWH is
celebrating in year 2008.
The
occasion of the Department’s 110th Anniversary
also comes at a time when the agency is at the forefront of
a renewed surge in expanding the network of roads and
bridges that link our country to the future and to progress.
This is indeed a good opportunity to take stock of how well
DPWH have done things since June 23,1898. There is much to
learn from the past.
This is the time for DPWH renewed commitment of service.
The anniversary theme “Building
on the Strength and experience of 110 years of Bridging
People and Progress”
underscores the agency’s wealth of experience and the depth
of strength as an institution and as a team. DPWH tools of
service must be harnessed for the good of the many, for the
future of the generations ahead.
The 110 years of the Department inspire its men and women to
work 110 percent every day. The 110 years push its people
to do jobs harder, faster and better.
DPWH is at the forefront of the infrastructure investments
of the future. The more it fast tracks its public works
projects, it also fast-tracks nation’s progress.
The 110 years is a not mere celebration but also
commemoration of the legacy of service and the record of
success of the people who have made the DPWH what it is
today.
DPWH challenge is not only to serve but also to make its
service pave the way for real progress, for every
community across our land.
Let the DPWH service builds the bridge to progress and let
its strength build the road to prosperity.
The men and women of the DPWH are standing together as one

DPWH
2005-2010 MEDIUM TERM DEVELOPMENT PLANINFRASTRUCTURE
POLICIES AND STRATEGIES
Under
the long and medium term plans and programs, DPWH is seeking
to accomplish the following:
-
Pave
all national roads with concrete or asphalt with the
objective of increasing ratio of paved length to total
length of national roads from 70% in 2004 to 95% in
2010, with international roughness index (IRI) of less
than 4.
-
Replace/construct national bridges with permanent
structures throughout the country with the objective of
increasing ratio of permanent bridges, from 93% in 2004
to 100% in 2010.
-
Prioritize roads to support the 10-point agenda of the
government with the following pertinent thrusts relating
to road infrastructure:
·
Complete the Nautical Highways to transport the produce of
Mindanao to Luzon and Visayas. The DPWH is seeking to
complete the paving and improvement of the remaining
unimproved road sections of the Western, Central, and
Eastern Nautical Highways as well as rehabilitation or
replacement of weak bridges along the routes.
·
Decongest Metro Manila through the completion of expressway
projects and undertake projects to speed traffic in and out
of Metro Manila
·
Address critical transport bottlenecks. In urban areas, the
DPWH is implementing widening, traffic management and
intersections improvement to ease congestion; while in rural
areas, paving and improving arterial road links between
regional centers and production areas.
·
Improve access to major tourist destinations through the
paving and improvement of roads leading to tourist complexes
at Cebu-Bohol-Camigiun, Palawan, Cordillera, Clark-Subic and
Davao.
-
Allocate infrastructure funds according to the following
order priority:
· Preservation
and maintenance - we are targeting an increase in the
allocation for maintenance of national roads from P4.8
billion to P13.5 billion by 2010 to fully meet computed
needs, with international roughness index (IRI) of less than
4.
·
Rehabilitation - wherein we are seeking the provision of
adequate funds to meet rehabilitation needs based on
pavement and bridge management systems (PMS/BMS)
DPWH
intensified implementation of public works and highways
projects in CY 2008 to facilitate and reduce the costs of
doing business and other economic and social activities.
Some
6,536.408 kilometers of national roads and 20,423 lineal
meters of national bridges were constructed, improved and
rehabilitated and built in 2008 at a cost of P43.458
Billion.
About
1,329 flood control projects amounting to P5.068 Billion
were completed in 2008.
Some
7,713 other infrastructure projects costing P7.151 Billion
were completed in 2008, ranging from water supply and
irrigation/canal and laterals, to national buildings and
other public infrastructure.
To
alleviate the classrooms shortage due to increasing number
of school population, the DPWH has completed a total of
3,423 classrooms costing P1.309 Billion
In
addition, the DPWH, as executing agency for infrastructure
projects funded under the budgets of non-infrastructure
agencies facilitated countryside growth with the
improvement/construction of 75.74 kilometers (175 projects)
of farm-to-market roads costing P286.10 Million under the
budget of the Department of Agriculture; and
improvement/construction of 3.298 kilometers (5 projects) of
farm-to-market roads costing P6.5 Million under the budget
of Department of Agrarian Reform.
To
date, the President’s Bridge Program has attained a total
completion of 1,203 bridges for combined Tulay ng Pangulo sa
Barangay, Tulay ng Pangulo sa SZOPAD and Countrywide Bridges
under its five year implementation period. Constructed were
410 bridges under “Tulay ng Pangulo sa Barangay” bridges
with a total length of 14,585.490 lineal meters costing
P6.041 Billion, 593 bridges under the “Tulay Ng Pangulo sa
SZOPAD/Mindanao” with a total length of 15,944.090 lineal
meters costing P7.420 Billion, and 200 bridges under
“Countrywide Bridge Projects” with a total length of
5,011.912 lineal meters costing P2.287 Billion. Also
completed are eight (8) long bridges with a total length of
293.350 lineal meter costing P259.413 Million and four (4)
flyovers with a total length of 1,116.830 lineal meter
costing P1.649 Billion both for “Tulay ng Pangulo sa
Kaunlaran”.
SONA
PROJECTS UPDATE
The
Department of Public Works and Highways continuous to create
opportunities across the country and serve as catalyst for
development through the implementation of priority
infrastructure projects under PGMA SONA.
There
are about 23 projects directly under the implementation of
the Department costing P56.026 Billion. Excluded in the
number are projects under Build-Operate and Transfer (BOT)
scheme, toll concession agreement and flood control. As of
December 31, 2008, accomplishment posted under DPWH SONA
projects was 31.59%.
Under
the North Luzon Agribusiness Quadrangle (NLAQ), are three
(3) projects with total cost of P7.585 Billion and
accomplishment of 15.82%. Projects under NLAQ are the
widening/concreting of 95.29 kilometers Halsema Highway
covering the Bontoc Banaue Section (25.78% complete) and Mt.
Data-Bontoc Section (30.97% complete); concreting of the
108.03 kilometers Bontoc-Tabuk-Tuguegarao Road (15.96%
complete); and 120 kilometers gravelling and construction
including rehabilitation of bridges at Baler-Casiguran Road
(4.84% complete) in Aurora Province.
To
promote the Luzon Urban Beltway (LUB) as a globally
competitive logistics and services center by improving and
integrating the transport infrastructure system, DPWH is
implementing the widening/improvement including new road
opening for the 120.65 kilometers Tarlac-Nueva Ecija-Fort
Magsaysay-Dingalan Port Road (42.42% complete) in Central
Luzon and the concreting of 109.125 kilometers
Marikina-Infanta Road (39.59% complete) in Southern Tagalog
Region. The two projects costing P3.898 billion has a
cumulative accomplishment of 40.73%.
DPWH
will facilitate inter-island island transportation,
commerce, agribusiness and further enhance tourism including
job generation in the Central Philippines Super Region
through nine (9) road improvement projects located in
Regions 4-B, 5, 6, 7, and 8.
Projects under the Central Philippines Super Region which
has a funding amount of P24.010 Billion and accomplishment
of 29.61% are as follows: 358.38 kilometers El
Nido-Bataraza-Rio Tuba Road (27.44% complete); Cansaga Bay
Bridge under the Cebu North Coastal Road Project (phase 1:
completed, phase 2: 0.25% complete); Panay Island Package
consisting of Caticlan-Malay-Libertad Road (completed),
Pandan-Libertad-Antique/Aklan Boundary Road (1.21%
complete), Iloilo City-Sta. Barbara and Metro Iloilo Radial
Road (6.63% complete); Aroroy-Esperanza Road (37.42%
complete); New Bacolod (Silay) Airport Access Road
(re-deliberation for approval of the Resolution of Award);
Bohol Circumferential Road (completed); Maharlika Highway,
Samar (31.58% complete); San Isidro-Lope de Vega Road,
Northern Samar (15% complete); and
Laoang-Lapinig-Arteche-San Policarpio (Samar Pacific Coastal
Road) (not yet started).
In
support of harnessing Mindanao to become a key player in
Agribusiness, the administration of President Gloria
Macapagal-Arroyo has poured a total of P20.533 Billion for
nine (9) infrastructure projects which to date have an
aggregate accomplishment of 37.98% allotted purposely for
Super Region projects.
Projects under the Mindanao Super Region includes 89.80
kilometers Dinagat Island Road Network (29.95% complete);
10.518 kilometers Iligan City Circumferential Road 3 (1.43%
complete); 10.766 kilometers Dapitan-Dakak Road (38.57%
complete); 172.72 kilometers Zamboanga West Coast Road
(14.23% complete); 2.36 kilometers Panguil Bay Bridge
(contract for the geotechnical investigation works is under
process); 104.93 kilometers Jct. Awang-Upi-Lebak-Kalamansig,
Sultan Kudarat, Maguindanao (civil works for contract
package 1 has just commenced and accomplishment is at
0.04%); 151.88 kilometers Kapalong-Talaingod-Valencia Road,
Bukidnon (37.83% complete); 89.27 kilometers
Hawilian-Salug-Sinakungan Road (80.33% complete); 436
kilometer Surigao-Davao Coastal Road (average accomplishment
of 51.79% with the 66.650 kilometer Manay-Mati Section
completed on September 2008); and Diosdado Macapagal
Bridge, Butuan City (completed).
