PPP Schools Infrastructure Project (PSIP)

Project Description :

    Two batches of PPP classroom projects have been awarded by the DepEd with the help of an Inter-Agency TWG and SBAC composed of officials and advisors from the DepEd, DPWH, PPP Center, and private consultants. The two (2) phases of the PPP School Infrastructure Projects (PSIP) are called PSIP 1 and PSIP 2 through the Finance -Design-Build-Scheme wherein the winning bidder contractor undertakes the financing, design and construction of a package of thousands of classrooms in regions outside of MMLA, and after completion turns over to DepEd which shall pay contractor its total investments plus reasonable rate of return.

PSIP 1 - Build-Lease-Transfer (BLT) mode.

The two winning bidders are now preparing to start construction of the total 4,370 classrooms. Meanwhile, DepEd plans to undertake under its regular construction programs, instead of PPP, the 6,309 classrooms under the 3 packages of PSIP 2 that experienced failure of bidding. as of 25 Nov. 2013

Per DepEd and DOF as of June 05, 2012, the DBM has verbally agreed to consider lump sum appropriation in the GAA for Y2012 or Y2013, but still 10-year repayment to the winning bidders. This is to address the concerns/issues against the 10-year MYOA.
